Procedure Manuals - Who, How, Where?

We are a CU of $600M in assets with 200 employees and am wondering how similar CU's handle the writing and maintaining of procedure manuals. Who is responsible for the information? Who is responsible for writing and documenting them? Where is this person/department in the organizational chart? Do you have a formal procedures system or how are they maintained/filed? As we are converting Core systems, re-writing procedural manuals is necessary and a good, forced change so I am hoping to give the CU some guidance and wisdom from other CU's.
